Restarting operations at one of only three utility-scale carbon capture and storage facilities on a power plant in the world.
 

A three-year hiatus


The 2020 COVID-19 pandemic paused activities worldwide and operations at the Petra Nova plant were no exception. The economics of the facility were based on enhanced oil recovery, and when the price for crude oil crashed, operations were suspended until conditions improved. A 2022 fire at WA Parish, Unit 8 that provides flue gas to Petra Nova further delayed operations at the carbon capture facility.

 

With repairs to Unit 8 complete and oil prices recovered, ENEOS Xplora (formerly JX Nippon Oil and Gas Exploration) — a Japanese oil and gas company with a focus on sustainability through carbon capture technologies and the owner of Petra Nova — worked with NRG’s Energy Services team to develop a plan to get the plant up and running again.

 

Now, it is making a comeback.

BUSINESS CASE

The road to restoration


Our Energy Services team started the process of getting Petra Nova back online when operations at the unit were suspended. Energy Services developed and implemented highly comprehensive procedures, checklists, and schedules for long-term layup and preventive maintenance of the shutdown facility equipment.

When asked to restart the unit, Energy Services carefully reviewed the original equipment manufacturer manuals and internal technical guidance to develop a checklist of over 1,500 tasks. Together with the facility staff, and in cooperation with ENEOS Xplora, the team effectively carried out the plan to return all equipment and systems at Petra Nova to operational readiness.

Before: Petra Nova was shut down for just over three years.

After: The plant successfully restarted operations.

Achievement: All systems were tested successfully before returning the facility to service.

ENERGY FACTS

The results of an effective strategy


After completing the plan to get Petra Nova back to service, our Energy Services team and ENEOS Xplora achieved the following:

  • A successful full-speed, no-load test of the cogeneration plant combustion turbine on the first start attempt
  • A first attempt restart of the carbon capture plant was completed without incident
  • A full pressure test of the CO2 transport pipeline proved all systems operational


The Petra Nova project is a valuable example of how carbon capture utilization and storage (CCUS) can be used to reduce emissions from fossil fuel-fired power plants. It’s a positive development for CCUS technology and could help pave the way for wider adoption of this important technology that helps to address climate change.
